Alliant provided preliminary and final design and contract bidding assistance to Washington County for the reconstruction of CSAH 23 (3rd Street) through a mixed residential and commercial area in downtown Stillwater. The Alliant Team coordinated stakeholder and community engagement activities throughout the design process, including design review meetings and public open houses. A collaborative design process with the County and other stakeholders was used to balance traffic demands, on-street parking needs, and a desire to upgrade pedestrian facilities.
The design work included storm sewer, retaining wall replacements, ADA improvements, and full concrete pavement reconstruction for a four-block section of 3rd Street within Stillwater’s Historic Downtown District. Design challenges include pedestrian ramp reconstruction and ADA upgrades on streets where profile grades exceed 8%, upgrading and replacing aged utility infrastructure, and staging considerations for concrete paving operations.
During construction, Alliant staff provided technical guidance and assistance for site stabilization and erosion control efforts to Washington County and the contractor.
